·        Meeting called to order at 5:34pm by President. R Raftery

·        Committee Objective

o       Evaluate the current ratings structure

o       Evaluate different structures used by other organizations

o       Develop a educational tool that can further advance umpire learning

·        Evaluation of Current Structure

• Qualification of raters
• Difficulty of evaluation process while working
• Lack of rating credibility
• Padding ratings for self-promotion
• Numbering system not comprehensive
• Lack of development & improvement plans

·        Review of alternative options

o       Review of other umpire associations

o       Review of the USSF Soccer association

o       Review of Basketball standards

·        Essential Elements of an effective program

• Trained Evaluators
• Clearly define key job performance to use as a basis of evaluations
• Structured approach in developing umpires in a fair and consistent manner
• Evaluations should be used as a teach tool to help further develop education

·        Recommendation

o       Development of standards for all umpires to be evaluated by

o       Development of standard evaluation tool (form)

o       Development of an Evaluator/Educator position
