Minutes for Winter Meeting 3/18/12

Held at LeRoy American Legion, LeRoy, NY

Meeting was called to order at 10:06 AM by President Ryan Raftery.

• Roll Call - sign-in sheet for attendance
  • Absent: Dick Budlong, Kris Burch, Dave Roome, Tim Peirce and Jonathan Wolcott
• Minutes from February 5^th meeting are posted online
  • Move to accept: Bruce Reichard (1st),Terry Murphy (2^nd) Verbal vote motion carried.
• Executive Committee Report
  • Regarding 3^rd official – reviewing procedure w/ USBC & other chapters
  • Waivers – must notify via email prior to absences, no communication will result in a fine
  • Waivers - alternative requirements in place to fulfill that missed obligation
• Committee Reports

·        Membership:  1^st or 2^nd weeks in April we will be advertising for summer people classes or field instruction will begin in April or May.

·        Banquet:  Rodney Lund will send sign-ups in June, Banquet is at Dwyer on Monday July 30^th.

·        By Laws: Brian Newville – Constitutional vote will occur during new business

·        Fundraiser: Rich Kosiorek – have sold more tickets to this point then we ever have.

·        Nominations: Terri Burch –None at this time. Next vote Spring 2013 (for 2014 office)

·        Old Business

o       Documents that you may need during the season are posted on web site

o       Scrimmages posted on line.  Signup if you are interested in working a game

o       Approval required for all batting cage or scrimmage work.

o       Umpires photos have been updated and are posted under the roster section

o       Hats: Brain Newville has and they are $10 each if you need some

o       Dues are supposed to be paid by specific date (Feb.27^th  this year)

·        New Business

o       GVUA Hall of Fame: Mark Rothrock

§         Organizing by decades & developing names they would like to consider.

o       Local Awards will continue for this season as usual

o       GVUA Rating - must be completed within 24 hours of contest. 

§         All umps will receiving an email –save it and reply after each game and submit

§         Need to be completed by May 17^th or no sectional assignment given + $10 fine.

o       High School Assignments

§         will be sent out within 48 hours of the Exam date

§         5 day window for making any adjustments via email

§         Red Cell –for cancellation, Green Cell – for game pending and umpires approval

o       Summer availability due by May 10^th , meeting at LeRoy Legion on May 6^th at 7 PM.

·        Constitutional Changes

o       Editorial changes can be made by By-Laws committee

o       VOTING CHANGES TO CONSTITUTION

§         Addition of a Junior Status (ages 15-17) , same requirements as probabtionary

·        Terri  Burch call to vote:  Paul Scott  (1^st), Bruce Reichard (2^nd)

·        Discusssion; Question about fingerprinting

·        Motion carried by verbal vote – will begin next year.

§         Complete Requirements for Probationary Status are now listed out in detail.

·        Tim Anderson call to vote: Sam Rothrock (1^st) Bill Pitcher (2^nd)

·        Motion carried by verbal vote

§         Proposed Budget to be presented at Winter meeting, change from Spring

·        Paul Scott call to vote: Terry Murphy (1^st), Rodney Lund (2^nd)

·        Motion carried by verbal vote

§         New Association Dues Motion:

·        Dave Leight motion to raise the dues by $5 in each of next three years. 

·        Discussion followed:

o       Sam Rothrock suggested raising dues to $75 for next year 2013

o       Dave Dudley suggested raising $5 next year to $70.

o       Bruce Reichard agreed with Sam’s proposal.

o       Dave Dudley suggested we stick with original 5,5,5 plan for 3 years

o       Jerry Wolcott call to vote: Mark Hansen (1^st) Paul Scott (2^nd)

o       Hand Vote : 15 votes for, 28 opposed Motion defeated.

·        Sam Rothrock motion - Proposal of raising dues to $75 for 2013. 

o       Bruce Reichard (1^st), Rich Kosiorek (2^nd)

o       Hand Vote:  37 votes for, 1 opposed Motion passed.

·        Mark Rothrock asked for a copy of new constitution to be sent to NYS

·        Dave Dudley discussion concerning ratings fairness/unfairness of such.

·        Ryan suggested a committee to investigate and report back at next

TEST ADMINSTRATION

• Interpreter Comments – Jerry Wolcott
• Test to start at 10:58am
  • 11:56am finished. Answers for test were given & members corrected their tests.
  • Questions were then answered about difficult questions

REMINDERS

• Rookie meeting 1st,2nd,3rd year members at Cal-Mum HS on Thursday 3/22 at 6:30 PM
• Hat sizes 2 and 3 are not in yet – should be soon.
