Minutes from Business Meeting 2/6/05

 

·         Meeting called to order 10:00 am – Raftery

·         Secretary went through roll call - Tepedino

Excused: Congelli, Bordinaro, Josh Burch,

Missing without excuse: K. Johnson, D. Cummings, E. Nichols, M. Paciorek, J. Racalto, D. Roome, M. Brown, J. Coots.  Letters will be sent requiring a $10 fine to be paid before the season starts.  Inactive: D. Young,

·         Secretary read minutes from last business meeting 3/21/04.  Motion to accept minutes T.Burch, 2nd J. Youngs.  Motion passed unanimous.

·         Budget motion to accept T. Burch, 2nd P. Scott

·         Executive committee report – Raftery

·         Membership – Pegoni, $209 for advertising

·         New members introduced, B. Charboneau – 1st year certified umps.

·        Banquet, D. Hare will be stepping aside.  Paul Scott will replace Dennis.

Ø      Motion to stay at Dwyer again this year.  Passed Unanimous

·        Fundraiser Jeff Youngs - $1450 profit in 2004, orders due 2/21, food distributed 3/13, money due 3/20.  checks to GVUA.

·        Old business – don’t call umps after 10pm emphasized.

·        Ejection process summary – Association did a poor job of applying rules.  Officials wanted to give kids a break and not write them up.  Anytime someone is ejected it is the officials job to write a report.  NO EXCEPTIONS!!

      Contact AD no later than noon the day after the ejection.

      Doubleheaders – umps not responsible to enforce one game ejection rule.

All games must be assigned by the assignor (Bill Burns).  Don’t accept modified assignments by anyone else.  Umps must be assigned by the assignor in order to be covered by insurance.  Request Burns confirm assignment acceptance.

·        Committee Reports:  Pegoni – membership 25 responses.

·        Banquet:  Paul Scott will replace Dennis Hare as chairman.Motion to have banquet every year at Dwyer.  Membership decided to vote every year.Umps need to contact Paul to reserve a spot at the banquet.  Fine will be levied to all who reserve and don’t show up.  Motion passed: 1st S. Rothrock, 2nd D. Dudley

·        NYS meeting – Charboneau, points of emphasis.

      Equipment prevention – umps should check equipment together.

Double check helmets when they come up to bat, includes coach’s box.

There are uniform variations that are legal.  Umps do not have to wear exactly the same uniform combinations.  Undershirts still need to be the same color.

·        Logo’s on hats – Association to provide hats to varsity membership one time.  All first time varsity umps will receive a hat as recognition on their promotion to Varsity.

·        Charboneau will collect sizes from the membership and order hats from Lester’s

·        Umps must wear logo hat in all games.  Out of uniform rule will apply to those who don’t.

·        Motion to waive hat fine for first year was defeated.  (16) in favor, majority opposed.

·        Evaluation process - Formal evaluation process for Probationary & Associate umpires was discussed.  Forms will be posted online.  Motion carried (1) opposed.

1.      All Current Officials (any level) will be excluded from the process

2.      This will include an evaluation for both the plate and the bases.

3.      Evaluations will be used for advancement to Certified status starting in 2005.

4.      One full evaluation (both plate & bases) needed before obtaining certified status

5.      Board members will be initial evaluators.  Board will designate evaluators as needed.

6.      Recommend raising the 1st year fee to same as varsity ($60) to cover cost of evaluations.

7.      Associate members and 2nd year umps fee to remain at ($40) until certified

·        2005 Ratings will be distributed at the test meeting.

·        Summer survey results – Raftery gave a summary of the summer season.  Most successful in GVUA history. 

·        Territorial rights were discussed.  NYS officials cannot officiate outside their jurisdiction.

·        Bill Pitcher gave comments on helping the new officials.

·        Motion to adjourn – T. Burch, second All.
